LandSat 7 Pilot Project
Overview
Project Purpose
The purpose of Washington State Remote Sensing Data Consortium pilot project is to create an organizational model and structure for the coordinated long-term purchase, preliminary processing and subsequent distribution of remotely sensed data.
Successful implementation will result in widely available standardized data that will be use by the GIS community to create end-user products that address a variety of high-profile issues like; ESA listings, natural resource management, watershed protection, growth management, public health and safety, and transportation planning.
Project Objectives
In support of the goal to make this powerful technology more readily available and to bring it to bear on growth management, salmon recovery, natural resource and water quality issues, the pilot project participants will:
- Adopt a coordinated, collaborative approach to remotely sensed data and information acquisition that is based on community developed standards
- Jointly acquire satellite imagery for the entire state of Washington and,
- Over time make available standardized, value-added remote sensing data products
- Build an effective community of value that results in long term collaboration across jurisdictions to meet data and information needs
Project Deliverables
Building on work of the ad hoc LS7 technical committee, the pilot project will:
- Develop and adopt organizational governance model
- Document consortium information needs that could be met with remote sensed data
- Develop 18 month Operational Tactical plan for remote sensing framework
- Acquire and distribute statewide coverage of terrain corrected LS7 data
- Develop prioritized list of additional data products for near term acquisition and or development

Subscribing Agency Benefits
- Agency subscription fee entitles subscribing agency to copy of pilot project statewide Land Sat 7 data purchase. Data purchase will be comprised of the 16 individual row path scenes (proposed initial data acquisition list attached) as determined by data acquisition team. Data to be delivered on CD (all sensor bands). Data as purchased and preprocessed by USGS EROS Data Center.
- Subscribing agency entitled to copy of value added product(s) as developed by the consortium during phase I pilot project.
- Subscribing agency entitled to appoint a representative to the Data Selection Team and to the Consortium Steering Committee
Future data subscription fee to be adjusted based on experience gained during pilot implementation
