Ensure GIS awareness across a range of public policy and decision-making arenas.
Priority Action Item: Develop a standardized data sharing agreement in consultation with the Attorney Generals Office.

Description of Project:
Background: Agreements currently take a lot of time to negotiate and are
inconsistent between entities. Agreements need to facilitate data exchange to support
short/long term business issues. Develop an agreement that does not need to be
renegotiated for every data transaction.
Purpose of the Project:
Potential Benefits: List the business benefits.
Save money, save time, promote better decision making
Clarify relationship between data sharing agreement and public record law (an example would be to define commercial use of data: define what a "list" is RCW 47.17.260)
Promote cooperation and foster relationships
Avoid duplication of data collection efforts as well as writing data agreements
Data sharing agreements would serve as a foundation for developing mechanisms and enhanced business processes
A clear guideline on what agreement can/should include
Increases data accessibility by clearing legal hurdles and possible data distribution costs
Project Objectives: Describe the issues that will be addressed by this project.
_ A blanket agreement or set of agreements for sharing data among WA entities.
_ Boilerplate of what constitutes a legal data sharing agreement, that is consistant with state law, or at a minimum state a clear guideline on what an agreement should/can include
_ Conduct a policy review to clarify a common template for accomodating cost recovery issues.
_ Conduct a policy review to clarify a common template for accomodating liability issues.
