Land Use / Land Cover - Priority Action High Level Plan

Draft 11/2/1999

Objective 1: FRAMEWORK DATA DEVELOPMENT

Produce multi-use geographic data through partnership efforts between government and private organizations.

Priority Action Item:
Develop the requirements, data design and model for a land use/land cover (LU/LC) Framework data set. Identify funding and create an implementation plan for building the LU/LC data set.

Facilitator: David Read

Description of Project:
This project will develop an implementation plan and data model for a consistent statewide land use/land cover data set. Currently, high resolution and up-to-date land use/land cover data is not available for the State of Washington.

The creation and maintenance of land use/land cover data would aid efforts in the State to address high priority issues such as salmon recovery, growth management, transportation planning, and water resource management. A high quality land use/land cover GIS data would aid decision-makers by providing reliable information for problem solving.

This project is phase 1 of a two phase project. Phase 2 will create the actual land use/land cover data set using the work accomplished in phase 1.

Potential Benefits:.
The LU/LC cover data set created by this effort will be distinguished from other LU/LC data sets currently available in the following ways:

Other benefits realized by the creation a new statewide land use/land cover data set in phases 1 & 2 include:

Project Objectives:
This project will enable Washington to answer complex planning and environmental questions that we will face in the next millennium including:

  1. This project will provide federal, state and local governments, tribes, private organizations and the citizens of Washington access to a common baseline LU/LC data for planning purposes
  2. This project will provide Washington with one LU/LC classification schema that meets the needs of Framework participants and is flexible.
